Horndean: Who to Report Potholes, Fly-Tipping and Power Cuts To

Who do I report a problem to in Horndean?
It depends on what has gone wrong, because responsibility in Horndean, Clanfield and Rowlands Castle is split between several bodies. For a highways emergency that poses an immediate risk to the public, the parish page gives 0300 555 1388 (8:30am to 5pm, Monday to Friday), and 101 outside office hours. It also lists 0300 555 1375 as a general Hampshire County Council number.
For faulty street lights, street lighting maintenance across Hampshire is contracted out to a service provider (Enerveo) on Hampshire County Council's behalf, as published in September 2026. Report a fault on the Lights On In Hampshire website or call 0800 048 2437. If you can see a reference number or unit label on the lighting column, include it in your report. Hampshire's published aim for a normal fault is to attend site within three business days, though a more involved repair, such as a cable fault, can take longer.
Horndean Parish Council also points residents to Hampshire County Council for flood risk. Its Hampshire County Council page says you can report flooding through the Report flooding link on the county council website or by emailing fwm@hants.gov.uk.
Missed bins, fly-tipping, litter and noise: East Hampshire District Council
EHDC's Report It page lets you report a missed bin, an abandoned vehicle, fly tipping, a nuisance such as noise, light intrusion, bonfires or smoke, a dead animal, a grounds maintenance issue, an overflowing litter bin, street cleaning, a damaged public toilet, a stray dog and breaches of planning.
On fly tipping, the council says to report it through your MyEHDC account. If the fly tip is blocking the road, phone Hampshire County Council on 0300 555 1388 (8:30am to 5pm, Monday to Friday) or 999 outside those hours, and if you see fly tipping in progress, phone the police on 999. The council asks you not to touch a tip, because it can contain dangerous materials and removing anything could compromise evidence. The council also says you can be prosecuted if your waste is fly tipped, even if someone you paid took it away, so use a licensed waste carrier.

The council's noise nuisance page says it can act only where a statutory nuisance is occurring and where it is satisfied the noise is unreasonable and ongoing, and that it does not offer a night-time monitoring service. Its litter and dog fouling page says East Hampshire Norse sweep roads, collect litter and empty the council's litter bins, and that you can be fined £80 for dropping litter or £100 for not cleaning up after your dog. Parks, play areas and village open spaces: the parish councils
Horndean Parish Council's open spaces page says it owns and maintains six play facilities across the parish, including The Recreation Ground on Five Heads Road, Downs Park off First Avenue and Jubilee Field Play Area at Catherington Lane and Crouch Lane. To report a defect, the contact page offers an online form with a "Play Area - Report a Defect" option, and gives 02392 597766 and contact@horndeanpc-hants.gov.uk. The parish office is at Jubilee Hall, Crouch Lane, Horndean, PO8 9SU, open Monday to Thursday, 9.30am to 3.30pm.

The A3(M): National Highways
The A3(M) is not a county or district road. EHDC's litter page says parts of the A3M are managed by Highways England and gives 0300 123 5000, the same number National Highways publishes. National Highways' support and contact page gives 0300 123 5000 for speaking to an adviser at any time, day or night, and has a Report a problem option for spotting something wrong on its roads.
Water: Portsmouth Water
Horndean is in Portsmouth Water's water supply area, according to Ofwat's decision document about a Horndean development. Portsmouth Water's leak leaflet says to report a leak by contacting its Network Team on 023 9244 9082 or hi@portsmouthwater.co.uk. The leaflet explains that Portsmouth Water owns the mains and communication pipes in the street, while you are responsible for the supply pipe from your property boundary into the home. Check your water bill to see which company handles sewers for your address.
Power cuts: SSEN and 105
SSEN's power cuts page says to call 105 to speak to the network operator, and offers a Power Track map to track or report faults. Its contact page says to call 105 immediately for all emergencies, including damage to its network. It also runs a Priority Services Register for extra support during a power cut.
