Parking in Horndean: Car Parks, Charges & Blue Badges

Horndean has one council car park, Blendworth Lane, and it is free. Here are the charges for Rowlands Castle station and Queen Elizabeth Country Park, plus blue badge rules.

Where can I park in Horndean?

East Hampshire District Council's car parks and bays list, dated August 2026, shows one council car park in Horndean: Blendworth Lane. It has 17 spaces including 2 disabled bays, no toilets and no parking machines, and it is listed as free and long stay. The council tells drivers to check the car park notice boards for current tariffs, chargeable days, times and conditions of use, so look at the sign when you arrive.

Morrisons in Lakesmere Road, PO8 9FB, also has parking. Its store page lists free parking, parent and child parking, and a maximum parking time of 2 hours. That limit is the store's own, so treat it as customer parking rather than a general car park.

Are there car parks in Clanfield and Rowlands Castle?

The council's August 2026 list has no entry for Clanfield or Rowlands Castle, and the council's list is only of the car parks it owns. That does not mean there is nowhere to park, only that other parking is not on the council's list. Check the signs on site wherever you park.

Rowlands Castle station has a car park. South Western Railway's station page gives 26 spaces, no car park CCTV, and these charges: £1.00 off-peak (from 12:00 Monday to Friday), £2.00 peak, £1.00 on Saturdays and Sundays, £1.00 on bank holidays, £7.90 weekly, £27.60 monthly, £82.80 quarterly and £276.00 annual. You pay through RingGo using code 77524. These are the figures SWR published in October 2026, and the page is the place to check for changes. Havant and Petersfield stations have larger car parks, with 492 and 154 spaces respectively according to National Rail. Check National Rail or SWR for their charges. What are the parking charges at Queen Elizabeth Country Park?

Forestry England's page for Queen Elizabeth Country Park says all the car parks are open 24 hours a day and publishes two sets of charges. The winter tariff, October to March, which applies now, is £2.00 for up to one hour, £4.00 up to two hours, £5.50 up to four hours and £7.00 for a full day. The summer tariff, April to September, is £2.50, £5.00, £8.00 and £9.50. Motorbikes are free. Coaches or minibuses with 15 or more seats pay £20.00 per day. The page says Forestry England national members do not get free parking at the park.

The park's postcode is PO8 0QE, but Forestry England warns that the nearest postcode will take you to the Hampshire Hog pub, so follow the signs from the A3 between Petersfield and Cowplain. How do blue badges work in these car parks?

In East Hampshire's council car parks, disabled parking spaces are reserved for official badge holders 24 hours a day and seven days a week. There is no charge for disabled drivers displaying the official badge, but the council asks users to follow the guidance in their blue badge booklet. Hampshire County Council issues all blue badges in the district, and the council says they cost £10. GOV.UK says a Blue Badge costs up to £10 in England and usually lasts up to three years, and councils will usually make a decision within 12 weeks.

At Rowlands Castle station, SWR says parking is complimentary for Blue Badge holders who register through the link on its page, although National Rail lists no accessible spaces at that station, so check before you rely on it. At Queen Elizabeth Country Park, Forestry England says standard charges apply to blue badge holders and lists no designated accessible parking spaces.

Can I buy a parking permit?

East Hampshire District Council sells permits for 3, 6 or 12 months for use in most of its car parks, applied for by emailing parking.office@easthants.gov.uk. The car parks listed on its permits page are in Alton, Liphook and Petersfield, so none of them is in Horndean, Clanfield or Rowlands Castle. Motorcycles can park free in designated motorcycle bays.

What if I get a parking fine?

The council's pages say that if you believe a penalty charge notice was issued incorrectly, you may challenge it in writing within 14 days.
