Horndean Councillors, MP and How to Register to Vote

Who represents Horndean on the parish council, East Hampshire District Council and in Parliament, how to register to vote, and where local government reorganisation stands.

Who represents Horndean?

Horndean is represented at four levels. Horndean Parish Council is the most local, East Hampshire District Council (EHDC) and Hampshire County Council are the two principal councils, and in Westminster the area sits in the East Hampshire parliamentary constituency. The current MP for East Hampshire is Damian Hinds, according to the UK Parliament members service, where his membership is listed as current. Who are my Horndean parish councillors?

Horndean Parish Council meets at Jubilee Hall, Crouch Lane, Horndean, PO8 9SU. You can phone it on 02392 597766 or email contact@horndeanpc-hants.gov.uk. Its councillors page lists ten councillors across four parish wards. Andrew Redding (Chair of Council) and John Lay represent Downs Ward. Teresa Attlee, Paul Beck and Daryl Calderwood represent Kings and Blendworth Ward. Ron Smith, Derek Prosser (Vice Chair of Council) and Andrew Dodsworth represent Catherington Ward. Hampshire County Council runs schools, roads and libraries across the county. To find the division and county councillor covering your address, check the councillors section of the Hampshire County Council website.

How do I register to vote in Horndean?

You register online through GOV.UK. GOV.UK says you need to be 16 or over in England, and that you will be asked for your National Insurance number, though you can still register without one. It says registering usually takes about five minutes. EHDC's elections page explains that it updates the electoral register each year through the annual canvass, and that if you get an email or letter from the council asking for information you should reply or you may be removed from the register. EHDC's ways to vote page covers voting in person, by post and by proxy. It says postal votes must be reapplied for every three years. What is happening with Hampshire local government reorganisation?

Local government reorganisation means replacing the county and district councils with larger single-tier councils called unitary authorities. EHDC's reorganisation page records the timeline. In March 2026 the Government published a decision on how councils in Hampshire, the Isle of Wight, Portsmouth and Southampton would be reorganised. On 7 September 2026 the Government announced a review of the plans for Hampshire and three other areas, saying the earlier decisions were withdrawn in light of new legal advice. The same announcement says local elections in May 2027 will go ahead using existing council boundaries.

EHDC says that, for now, nothing changes for East Hampshire residents. You contact the district council in the usual ways, use the same services and pay bills in the same way. The page also says that town and parish councils are not being reorganised in the same way as district and county councils. The earlier March decision had placed Clanfield, Horndean and Rowlands Castle in a South East Hampshire unitary, according to an EHDC news release, but because that decision has been withdrawn, what will happen is not yet known. Horndean Parish Council also publishes its own page on reorganisation, which pre-dates the review.
